Actually I also copy-pasted from the site once, and ended up like you with 0.8.9 instead of the latest alpha. The reason was a typo on this page
http://www.turbogears.org/preview/download/windows.html In the "Installation with Easy Install", the URL is missing the "preview" bit. Is here the right place to report this?
