You are correct... PyProtocols and RuleDispatch both have native code speedups. Cheetah does as well. (Cheetah can be used pure python, but it's horribly slow when you use namemapper, which is the default behavior.)
If the TG download page doesn't include tarballs of these packages, that's an oversight because I've only done builds for Windows and Mac PPC.
