You can.

If you submit the inner form only its data are sent to its exclusive "action".
If you submit the outer form, its data plus the data of all inner forms are
sent to the specified "action" in the outer form.

I don't know how portable is this behaviour.  This is what happens on Geko
base browsers, Konqueror (I believe that in Safari it might be true as well)
and Internet Explorer.
