You can configure it by using a .pydistutils.cfg in your home
directory:

[EMAIL PROTECTED]:~$ cat .pydistutils.cfg
[install]
prefix=/usr/local

[easy_install]
site-dirs=/usr/local/lib/python2.4/site-packages
