the process is roughly like this.

1- post the issue to the mailing list
2- discuss it and determine it is really a bug (like it didn't happen here)
3- make a ticket on trac, attach a diff ,put in the title [PATCH] and
say agains which it branch it is (currently all patches should go into
the trunk and then to the 1.0 branch)
4- post in #1 about #3
5- (optional) bug some people so they commit it.
6- (optional,bonus points) bug Kevin so he will give you svn write access
