I don't see where that might help, given that the expose decorator pukes 
at a place that doesn't seem to deal with the template at all.

Why don't instantiate the template yourself? It's very easy, and then 
you can set the encoding yourself (however that works, I don't have the 
code before my inner eye)

Alternatively, you can try and set up things in a way that make the 
expose decorator happy - by stuffing a thread-local fake-request object 
in cherrypy.
