Looking at the original error would lead me to believe that the error
is in the RulesDispatch install process and not gcc. While
'-fno_strict_aliasing' is an argument to gcc, the complaint is about
not being able to execute the script '-fno_strict_aliasing'. This
seems like a quoting error to me, or a bug in the configure or make
process.

I'd try installing RulesDispatch by hand out side of an easy_install
and see if you can load it that way.
