Welcome to Python, Turbogears, and inexpert programming!  (I seem to be
perpetually inexpert, but I'm still trying.)

You might want to start at www.turbogears.org and watch or implement
for yourself the 20 minute wiki demo.  It shows (surprise!) how you can
implement a wiki in 20 minutes. (Assuming you can type as fast as
Kevin, of course.)

The wiki would be a nice start towards the type of app you are
describing and would give you a feel for things.  It is over a year old
and does not take advantage of all the features (widgets, etc.) that we
have now, but it's still a good place to start.

I've not used Django myself, but it is reputed to be particularly good
with content management,  though its users will hasten to point out
that it is also quite good general apps.

They have "The Django Book" on their site which is coming along nicely
and might give you a feel for what they have to offer.

And, of course, there is Pylons, as well.

I've hitched my wagon to TurboGears and have been pretty happy.
Especially now that it has a real book (with paper and everything!) and
the docs are coming together.
