I think there are specific requirements that you don't have for the web
as a whole that you do have for a mailing list (ie. being able to
discern threads from pages/links) that would make more general tools
less useful.

That said, if you did want to look at something like that, you should
look into the page annotation tools (spurl.net, del.icio.us, furl.net,
etc) but, like I said, I don't think you're solving the problem.  The
simplest unit I'm thinking of in such a site would be a thread, not a
url.
