In my personal experience the best FAQs are ones that really are based on FAQs. Often they contain just the tidbit of information you need, which may well be in the docs but you didn't notice it when you were reading them. And yes, that means the docs could be improved, but sometimes there's time/resources to write a FAQ entry but not time/resources to do the (sometimes extensive) doc rewrite that would fix the doc problem. Also, I agree with the poster who said that he often reads the FAQ for project first.
