I would start by capturing the raw HTTP traffic (maybe using FF and LiveHTTPHeaders extension) and making _absolutely sure_ that the domain name for the cookie is being sent to the client correctly.
Once you have verified that, then you can look at other things. Particularly, look in the IE security settings and make sure that "server verification" is turned off for the local intranet zone. If set, this will require https (and a correct, non-self-signed cert) in order to allow access to sites. You also might check the actual security settings for the Local Intranet zone. Cookie's should be accepted automatically for this zone, according to this article: http://support.microsoft.com/kb/282846 (this is what made me think the domain might not be set right in the HTTP headers) There is a way to filter cookies in the Local Intranet zone, but I've never done it. It involves an XML file somehow... This might help too: http://support.microsoft.com/kb/302831 You might also check your domain policies, if this is in an Active Directory environment. That's all I can think of, but maybe it'll give you a starting point.
