The numbers are problematic because you usually do not keep the order, and then after a time it is difficult to find a non-used number. The auto-toc creates the anchors from the text of the section which is nice if the question is short, but otherwise makes the URLs too long. Maybe we should do it by hand, but using some short text as the anchor instead of a numer. E.g. "How is TurboGears licensed? The problem with this is that the rest of the Docu is in ReST format as far as I see.
