I think I have found a viable option with utidylib. I found this
article
that explains the steps involved:

Basically, I got the utidylib py-wrapper-to-tidylib working. The HTML
content returned by the legacy app is "tidied" up into XHTML. The
only pre-requisite is that the ill-formed html should be stripped of
of all newlines. The cleaned up xhtml is stripped of unneccessary
content and is substituted in the kid template as usual. No file-based
processing is required.

While it may be resource-hungry, this will take care of not having to
write a "tidy pkg" that can anticipate all the html violations.
