Some of the packages in the cogin are applications, some are widgets and some are TurboGears extensions. How to use each, depends - among other things - on the type of package. If you want to try an application from the cogbin, you will also need a configuration file for it and a set up a database. Some applications also require that you provide the starting script yourself, others install one already. It really depends on the package in question, so it would be best, if you could ask us about a specific package and tell us what you want to do with it, what you have already tried and what you don't understand.
