Hello Daniel, I am the author of this mod_python information page. I wrote this because I was asked to do so by people on this list. I myself do not use this deployment technique because of this performance issue you have remarked.
So basically I now use apache's mod_proxy to forward queries to my standalone tg app. I don't have any idea about why this is behaving like this but I can confirm that I had the exact same issues you encountered and thus decided to switch to an mod_proxy deployment method.
