This is a bug in setuptools:

I worked around it by changing my PATH to include C:\Progra~1\Python24
(ie. use the DOS name). I think you'll need to reinstall the
TurboGears egg (possibly manually removing tg-admin.exe and tg-
admin_script.py first) so that tg-admin.exe gets recreated.
I have the same problem with easy_install.exe as well
