However, in practice, it has turned out unnecessary to have such a rigid system as someone will eventually moderate them when available. It hasn't worked out perfectly as sometimes none of us is online or in a moderator mood, but having more moderators will surely reduce the chances of emails sitting up in the queue for too long. Think of it as a self-regulating worker thread-pool with no master thread (eek! Alberto, you should start reading more non-technical stuff...)
