Somehow I don't think there is a single answer to this question. Turbogears has a significant community around it. There is significant development work happening. It is heading in directions that tend to make it more harmonious with other Python web frameworks (thus leveraging its work and the work of other projects in the same space). That is to say, it has a bright future, from what I can see :) More than that, I don't think it is really possible to say.
