Thanks for the tip, but specifying the egg changed nothing.  I tried:

sudo tg-admin --config=/home/aji/simpleshelfdata/simpleshelf_prod.cfg
--egg=simpleshelf sql create

and

sudo tg-admin --config=/home/aji/simpleshelfdata/simpleshelf_prod.cfg
--egg=simpleshelf==0.4.1 sql create

And received the same "ImportError: No module named setup" message.
