If you don't want to go through the trouble of installing Linux on a dedicated machine (though it really is very easy these days), you could also download the free (as in beer) VMWare player [1] and a ready-made Linux appliance [2] and use this for TG development under Windows. I tested this setup successfully with Ubuntu 6.06 server as a guest OS and TurboGears 1.0.2.2.
