OK, I found it at a different location, http://turbogears.org/download/tgsetup.py, as linked from http://turbogears.org/download/index.html .
Hopefully someone can update the "nix" page. Maybe it's time to dump the "recommended Python for TurboGears is Python 2.4.4" message on tgsetup, too..
