This looks supsicious, Did you mean this:
cell_name = SingleSelectField(label="Cell",
options=[(0,' ' ), (1, 'CELL1'), (2, 'CELL2'), (3, 'CELL3'),
(4, 'CELL4')], default = 0)
Note the position of the closing square bracket.
