I got the same errors installing on Ubuntu 7.04. I had initially tried to install using a package. My solution was to manually search and destroy everything turbogears related in the Ubuntu install and start over following the directions in the link you provided. Hopefully someone else can provide a more specific (easier) solution.
Also, I believe the deprecation warning was still there. At least for my application, it didn't cause any problems. It is odd that turbogears is so much easier to install on windows than on Ubuntu.
