When I copy the form definition from that file, once I've told my browser to consider it UTF-8 and not ISO-8859-1, then it displays just fine. Your terminal might not be UTF-8 itself, so it may be displaying the characters incorrectly. ie, it may display a UTF-8-encoded string looking wrong, but a latin-1/iso-8859-1 string looks correct.
