I will also look into this. I'm using supervisor on the server as well, installed my project as an egg and used the start script in /usr/bin/ - with this approach I had no problems with finding the locales directory. (BTW, Christopher Arndt's blog is quite helpful here: http://paddyland.serveblog.net/tag/TurboGears).
