Sometimes configuring lighty is quite strange and the documentation  
could be more precise. I think I have to have some argument with Jan  
Kneschke next time I see him ;)

Its really simple: the regex string you are (not) matching with !~  
can be a concatenation of alternatives:

$HTTP["url"] !~ "^/cgi-bin|^/css|^/images" {
...
}
