When running code under Apache it will generally run as a special
Apache user and not you. You therefore need to ensure that any static
files and the directories leading to that point are readable to the
Apache user.

Beyond that, check your HTML pages to ensure that the URLs to the
static pages are correct. Type those URLs in manually to confirm you
can get to them from the browser. As someone else mentioned, check the
Apache error logs to see what Apache thinks of the URL when you try
and access them.
