Eclipse is more stable than it used to be, and the default distribution
bundles now include most of the goodies you'd previously have to track
down yourself.

The "broken debugging" is related specifically to the package
DecoratorTools. It has a method that futzes with stack frames in a way
that breaks certain classes of debuggers. That module is the only
one that I've ever seen cause a problem with pydev/eclipse.
