Has the clock on your computer changed? if the .pyc file is newer than the 'updated' .py file, python and fam won't see the update. Also, it seems that if the .py file is modified within the same minute as the .pyc file, sometimes it is missed.
If you delete the .pyc file, does it restart properly?
