That's currently not easily possible due to the way TG2 first fully 
reads the request before passing control to the user-code (actually, 
that's pylons who does that)

However, I'm in the process of implementing serverside-callbacks in 
ToscaWigets, and with these it's easily accomplished - I just yesterday 
finished a first testcase which worked very nice.

If you want to do this yourself, you need to register your own 
file-upload-middleware, and use that to track progress for a specific 
download - and via json query that progress.
