thanks for that clarification.  i was a bit thrown off b/c tg.devtools
exists in the paster_plugin list in the setup.py.  i now realize that
it doesn't necessary mean that it's require like the other three lists
(install_requires, setup_requires, and test_requires).  thanks very
much!
