We just access Dojo directly in our app, which means either dropping dojo in your public/ directory or linking to a CDN. Then you've just got to import it in your templates and write your own .js files to handle things.
>From what I've seen with Tosca over the past couple years, it's still very alpha, and probably won't be useable for anything beyond very simple html based forms for quite a while.
