Unfortunately, I don't remember the details as to why this is so, but Catwalk has been (at best) problematic. Use tgext.admin instead. If you need help getting that installed, say so, and I'll type up the directions (as you can see, I've been doing a lot tonight, and I'm still trying to get back to tgext.menu so I can close out a bug and a feature! :)
