As Diez already answered, this sounds like you're installing TG1, not
TG2, and running into the recent issue with peak.rules.
If you want to install TG1, then either install the old peak.rules r2659
from here: http://files.turbogears.org/eggs/ or wait 2-3 weeks, when
there will be updates of TG 1.1.x and TurboJson which will work with the
current peak.rules. I have postponed the update a bit because I want to
wait for the CherryPy 2.3.x update which is also useful if you are
running TG 1.1.
Or, if you want to install TG2 (I recommend TG 2.1b2 in this case), then
look here for the proper installation:

A release candidate for TG 2.1 will be available soon, too.
