It depends a lot by yourself and what you have to do with which constraints.

My personal experience having worked with both is that TG2 is a bit
harder to start with less examples and extensions available around but
provides a better flexibility and can help you write a more structured
code for your web application as it forces a more clear way to
structure the pieces of your application.

If you are new in the web applications development world RoR might be
a better solution for you as it has more examples and code available
around, if you have high customization needs or want to hack around
for fun, TG2 might be an interesting choice.

Just my two cents, don't take them for granted.
