I have looked into this now. The two problems were not related. The
missing "_" function was caused by a patch in 1.1 that had not been
applied to 1.5 and the change_language problem was caused by a bug that
was introduced with one change in 1.5.
I have fixed both problems in the repository at
https://sourceforge.net/p/turbogears1/code under branches/1.5,
so these fixes will be available in the next beta or rc release.
Thanks for the feedback. My TG1 projects do not really use i18n and
automated tests for i18n are few so I had not noticed these things.
