You are right, it is quite confusing. Actually that is one of the reasons why the TurboGears Book has been started, because the documentation has many inconsistencies and rewriting it from scratch was probably easier than finding them all.
Michael Pedersen is managing the doc TGBook project, I think that you are free to suggest any piece of documentation you would like to see there. The current state of the book is available at http://www.turbogears.org/book/index.html In the mean time, if you want to contribute a fix for the current explore quickstart, feel free to fork the docs project on http://sourceforge.net/p/turbogears2/tg2docs/ci/92a17f12662876e7d8f1224447a17c13ac7fdcd8/tree/ and proposte a patch. I'll merge it in for sure.
