There isn't currently documentation available as there isn't a way to customize quickstart right now.
If you really want to make it customizable you can clone the devtools: https://sourceforge.net/p/turbogears2/tg2devtools and play with it thinking of a way to improve the quickstart flexibility. Probably adding some hooks or layers applied one after the other is the ways to go. We didn't discuss the issue in depth so any suggestion or idea is off course welcome.
