I checked on code and you are right, the text/xml doc is missing.
You should be able to solve your issue by monkeypatching the
RenderGenshi.doctypes_for_content_type adding the knowledge about
text/xml.
The change is quite simple, anywhere inside your code add:
from tg.render import RenderGenshi
RenderGenshi.doctypes_for_content_type.update({'text/xml' : (None, )})
Then the @expose('template', content_type='text/xml') should work correctly.
