That's the TurboGears 2 package. It seems PyPI has a version of TGCombine that has been patched for use with TurboGears 2. The version in the Google Code repository is different and should work with TurboGears 1 (strange, because it has the same version number): https://code.google.com/p/tgcombine/source/browse/#svn%2Ftrunk%2FTGCombine
