Can you still reproduce the issue?
The tg.devtools file seems to correctly download as a tgz for me:

Quasar-2:tmp amol$ curl -s -O
'http://www.turbogears.org/2.1/downloads/current/tg.devtools-2.1.5.tar.gz'
Quasar-2:tmp amol$ file tg.devtools-2.1.5.tar.gz
tg.devtools-2.1.5.tar.gz: gzip compressed data, was
"dist/tg.devtools-2.1.5.tar", last modified: Fri Apr  6 06:59:23 2012,
max compression

Might it have been an issue with dns? Check that www.turbogears.org
resolves to 91.121.1.84, you might be contacting someone else which is
answering with HTML content.
