Sorry for the misunderstanding, there are a few issues related to the newly made build process for the website which is still under tuning.
The correct documentation for the currently released version is available only at http://turbogears.readthedocs.org/en/latest/index.html After the last website update there has been an error in building the documentation, http://www.turbogears.org/2.2/ actually points to the 2.3 documentation, which is not yet released. It will be fixed as soon as possible.
