Are you working with current stable or beta release? The beta release has replaced paster with gearbox, the options are the same, it just removed the interactive mode of quickstart. List of changes between 2.3 and 2.2 is available at http://turbogears.readthedocs.org/en/rtfd2.3.0b1/cookbook/upgrading.html#from-2-2-to-2-3
To have a full list of options available in gearbox quickstart you can run "gearbox help quickstart".
