I suppose it's just "not to be installed as root".
www-data was probably  a good tradeoff between a short documentation and
safe deploy.

The 2.3 deploy cookbook suggests now to make the application run as
www-data but doesn't say anything about file ownership.
The issue is that you would have to explain users to have separate owners
for application files and process, which is probably out of the scope for a
deploy tutorial.
