Please try to install "cliff==1.5.1" before running pip install
tg.devtools.
It looks like it might be some kind of issue with PBR while installing
cliff.

TurboGears doesn't enforce a particular CLIFF version, as cliff moved to
PBR with version 1.5.2, if that is the source of the issue you can avoid it
by installing a 1.5.1 version.
