You can find the PEAK-Rules modules on the TurboGears2 private index, as TG2.0 was still relying on it for TurboJSON. Recent TG versions removed the dependency, but the package is still available on the older private index: http://www.turbogears.org/2.0/downloads/current/index/PEAK-Rules/index.html
Just notice that I had a similar issue with a TG2.0beta3 application and the PEAK module seems not to correctly work with Python2.7 anymore (Due to changes in the Abstract Syntax Tree). Downgrading Python to 2.6 or lower was required. As I didn't want to downgrade the system Python I ended up backporting the JSON encoder module from TG2.3 so that I could remove the TurboJSON dependency and PEAK-Rules dependency.
