Upgrading from the 2.x series is usually possible without much work, it might depend on ow much the application uses internal/private parts of the framework or pylons.
Upgrading from 2.1 to 2.3 can be achieved by following the Upgrade Guide: http://turbogears.readthedocs.org/en/latest/cookbook/upgrading.html For upgrading from 2.0 to 2.1 there is no public guide available, but it should mostly require to change tg.url calls to pass the "params" argument instead of keyword arguments to the function. If your application relied a lot on pylons, the more invasive upgrade is probably changing all the imports from pylons.* to tg.* and remove any dependency on pylons itself.
