I think there must be a tg fix because in general tg can render utf-8 templates with accented characters so I guess if the same approach is adopted for the error_page( ) function from the ErrorHandling.html page it should work.
Currently I don't have even time to look into this. You can send a bug report to http://sourceforge.net/p/turbogears1/tickets/, though. Submitting a patch or test case would help a lot. I still plan to create a final TG 1.5.2 release, this fix could go into it.
