Unfortunately Babel has support for Python 3.3+ If you are using it only to collect strings you can run extract_messages/compile_catalog and so on on Py2.7 / 3.3 while keeping the application on 3.2
TurboGears itself doesn't require babel for i18n, it is just used for messages extraction. So the application can continue to run on 3.2 with working translations, you will have to switch to other python versions only to run the commands to update the translation catalog.
