Virtualenv comes bundled with fixed pip and setuptools versions that
will be installed in the venv when you create it. Up- or downgrading
them after installation may work, but can be problematic.
The specific change in 12.0.5 was exactly that they updated the bundled
setuptools from 7.0 to 11.0 which uses PEP 440 for version comparison.
